These envelopes were produced as a stopgap measure to facilitate the pre payment of postage by Members of Parliament following cessation of the Free Franking System and the introduction of the Uniform Penny postage on 10th January 1840.
the adhesive labels (Stamps) and the Mulready envelopes and the letter sheets intended für general use not being available.
In a work of this nature, which in many instances had to rely on descriptions created over decades by others für a variety of purposes, there are inevitably gaps in the information now considered appropriate to fully describe an individual item.
No doubt further information will emerge as envelopes become available für direct examination and it is also certain that additional unlisted examples will appear, however in publishing our findings at this stage we hope that interest in this previously under explored area will be stimulated, and that the true philatelic and postal historical significance of these envelopes, and there part in the implementation of the postal reforms of 1839-1840 will be more wildly appreciated.
